It's black because there is an allied color cycle of dinosaurs. Also, although Black rarely gets first strike and haste, it still gets those abilites (even at common).
See Spitting Sliver, Stone-Throwing Devils, Crypt Ripper, Blackcleave Goblin, Manor Skeleton for examples.
Yeah, there's some precedent, I'd just be very surprised to see this design in a more recent set. Especially at common. I'm not saying it couldn't happen, just that this card seems better than what black or red typically can expect from their common beaters. See also, Maro's answer to the first question of #GDS2
Flavor-wise I'd love to know more about why Dinosaurs are hybrid. I mean, one of the ways a card like this could show up at common is if there's a good flavor reason for it or the enviroment is such that a 2/2 hasted first striker isn't as stellar as it sounds.

This card is very similar to Goblin Deathraiders. I'd suggest making it a 2/1 to balance it out more and possibly remove the colorless mana.
