I think to answer your question, this is another card that needs to be made carefully, because it can be really broken. You look at cards with similar aims, like Goblin Welder or Trash for Treasure, but they never just outright return the artifact to play from the graveyard. Sure you could argue there are ways to abuse the sacrifice, but I think you could see where at this cost it would be pretty broken.
I don't believe it to be broken, just powerful. Argivian Restoration does the same thing for one mana more. I think this ability belongs in red and at this cost.
