I made these cards so the two abilities are synergistic. The red ability on this one will kill any creature that it hits, because of the deathtouch. I like how it can hurt players too.
just the world effect of giving deathtouch should likely be a 6-7 mana (at uncommon), then adding a repeatable fling should make it an 8-9 cost enchantment.
WotC has actually never made a universal deathtouch enchantment, because it would be too high cost to be viable.
one shot is fine, because it's just that, a one shot. in a limited environment, this card literally means that your opponent can never win combat, and any first strikers you have become nigh unkillable in combat.

We have a lot of one-shot deathtouch for B. Even if the card is this powerful, it doesn't do anything by itself. It's a catalyst.
