I disagree: firstly, one card for one blue mana is fine; there are quite a few tiny blue effects that could be tacked on to a single card draw for U. (See Opt, Cerulean Wisps, Ponder, Serum Visions, etc.) Secondly, I agree that the maximize cost could be set at 3UU, where it's on par with Tidings, but keep in mind that if you have another copy of Study in hand or in your graveyard, any cost above that might be excessive. Also: I'd like these to be common so the maximize ability would be relevant in limited formats. Higher rarities would be reserved for bigger effects.
Entirely a developmental nitpick, but this needs to cost 1U base and/or 4UU Maximize, and be uncommon.
