Card of the Day - Brazen Decree

This seems like it would be much more powerful in the first few turns of the game.  Maybe we should raise the cost a little?

    Maybe make it cmc 5 or RRWW. Also, probably should be non-land.

    I think 3RW is probably correct, but I like the idea that they can sacrifice land if they want.
